Spill Plans Revisions
NEW! Proposed Revisions SPCC Rule!
On December 2, 2005 the EPA released two proposed amendments to the SPCC Rule to assist in streamlining the requirements. Below is a summary of some of the proposed changes.
1. Compliance Dates
Currently: The SPCC Plan shall be in place by February 16, 2006 and fully implemented by August 18, 2006
Proposed: The SPCC Plan shall be in place and fully implemented by October 31, 2007.
2. Qualifying Facilities
Currently: If a facility stores 1,320 gallons or more, a Professional Engineer is required to review and certify the SPCC Plan.
Proposed: If a facility stores 10,000 gallons or less, the owner/operator can self-certify its SPCC Plan in lieu of a Professional Engineer.
There are also proposed changes regarding animal fats, vegetable oils, airport mobile refuelers, farms and motive power. Please see www.epa.gov/oilspill/nprm.htm for more detailed information.
